Correct or not? no. 24 - ever time + you don't

Dear Fellow Users,

Here's a toughie I'm pondering over.

I wanted to talk with you but every time you don't answer.

Well, the sentence sounds wrong and I think we all agree on that. Now... having tried to correct it, I came up with:
  • I wanted to talk with you but every time --- I start a conversation --- you don't answer.
  • I wanted to talk with you but you never answer. (and yet... here we have to get rid of every time)
What do you think about it?
