Correct or not?

I read the following piece of information in a book written by a non-native speaker of English, but I am not sure whether it is correct or not,

The writer of the book says : We use mustn't have + pp. to express prohibition or when we regret doing something illegal in the past. We also use it when we blame someone for doing something in the past.

Examples

- I mustn't have smoked in a petrol station.

- You mustn't have parked here. It is a private park.

I would take that to mean that you have new evidence that rules out your having smoked in a petrol station.

Omar Ahmed- You mustn't have parked here. It is a private park.

This means that its being a private park means that you did not park there.
