Correct or not?

Is the following sentence correct: The Arab nation is facing fatal challenges, on top of which is black terrorism?

"on top of which" doesn't seem right. You could say "top of which", meaning that black terrorism is the most serious challenge. Of course, you could also say something like "the most serious of which".

"fatal challenges" does not seem quite right to me either.
