Correct one between the two

Hi. Please tell me which is correct. Perhaps is either of them correct for each of the following depending on the context?

1. The waters / water of the pool is of poor quality.
2. The waters / water of the pool is dirty.
3. We got into the discussion of / as to whether it would be good to do that.
4. (voting for a candidate)
Q: Why are you going to vote for her?
A: I believe her / in her.
