Correct 'Newsweek' English?

I find the following quotation from Newsweek (June 25, 2007) a little strange grammatically. What do you think?

"The U.S. Treasury is investigating the group for violating restrictions on allowing Americans to spending money in Cuba."

I agree. The writer probably just erroneously thought towas a preposition. Incidentally, Finns are freer than Americans with regard to spending money: we are allowed to spend it anywhere.
