You can say "I'm charging my phone" or "My phone is charging".

It doesn't sound right. I suppose you could say: "My phone is being charged."

This would be better: "My phone is charging." or "I'm charging my phone."

Yes, you can say "I am charging my phone." You don't have to be near it. You don't have to be actively putting electrons into it either!

As long as you plug it in, you can say "I am charging it" even if you walk away.
