are the given sentences correct?

Can I use to hold the funeral or arrange the funeral? what is your sentence?

Hi. If you arrange a funeral you are organising all the necessary things that make up the funeral - funeral cars, service, flowers etc. A funeral cannot hold - it is held/takes place.

A funeral cannot hold - it is held/takes place.

I mean, the former president was a honorable man, so the government will arrange a big funeral for him.

I'm not quite sure the best way to write that.

"A funeral will be arranged that will be a fitting tribute to the honorable former president," perhaps.
