Correct me, if i'm wrong

1a)What did you say?
b)What have you told/said?

when to use tell and say?

2)note:- here i'm referring it to a dog

If it were to be/ was/ were to be, it would have sat infront of you and started barking at you.
( is this sentence correct)

3)You should not have given her money.
