What I understand from this sentence is that Emily was taught by the finest teachers in the state or she is probably still being taught by those teachers.
2. Emily had been taught by the finest teachers in the state.
Here Emily was taught by the finest teachers before another action like before she left the university.
3. Emily is being taught by the finest teachers in the state.
Here Emily is being taught by the teachers for sometime and is still being taught.
