Correct grammatic English reference??

Please advise me which is the correct grammar in writing:

The program is a State-led initiative.

The program is a state lead initiative.

The program is a state led initiative.

I have seen all three forms.

The program is a state lead initiative.-- No good


The program is a state led initiative.-- Second choice.

Compound adjectives (state-led) which come BEFORE the noun (initiative) are hyphenated.

Therefore #1 is correct.

Note that lead (which can be pronounced as LEHD is a noun form and if pronounced LEED is a verb. Each would be wrong in your sentence.
