correct grammar

i`d like to know what is the correct the grammar:
What time it is? OR what time is it?
*what i`d like to know exactly is when we use Question words like Wh or so forth should we also necessarily change the subject & verb?

We invert subject and verb unless the wh- word is itself the subject of the verb:

Who(m) did Fred kill? Fred killed Mary.
Who killed Mary? Fred killed Mary.

What can the cat see? The cat can see the fish.
What can see the fish? The cat can see the fish.
