The comparative degree of the adjective is used when two things(or set of things) are compared.
He is the better of the two candidates interviewed. (good,well -> better -> best)
He is the smaller of the two dogs. (small -> smaller -> smallest)

Superlative degree of the adjective is used when more than two things(or set of things) are compared
