Correct choice?

The advertisers have to know exactly that/what/which the man in the street is thinking.

Which is correct, that or what or which?

They need to know WHAT the man in the street is thinking. ' If you know 'THAT the man in the street is thinking', you are aware that he is thinking of something. You can't then modify it by using 'exactly' as he is either thinking or not.
