Correct Choice?

Hi all,

As the company has severe financial problems, we have no choice but to make ten per cent of the workforce ---.

This one is a test question and here are the options:

A) redundant
B) declined

Correct option is A. But I wonder what makes "declined" wrong here?

Thank you.
