Correct?

I don’t know whether the police was looking for the killer or not but I did see the helicopter hovering over the crime scene. It would be nice if the police had been looking for the killer.

"Police" is always plural. Trust me. OK, I hear Thames Valley is sometimes referred to in the singular, but that is an isolated anomaly.
