Use the same tense in both clauses. I would say:

I would go to the bar with him if he has completed the mandatory class; I don’t know if he has completed the training.

If you are not talking about the past, but the future, you might say:

I would go to the bar with him once he completes the mandatory class, but I don’t know when he
