Technically, barely. It is quite awful stylistically. The pronouns are ambiguous, and eyebrows don't frown, people do.

Note that "he" means any male, so it's impossible to tell whether one or two males are involved. Use names to keep your meanings clear. For example,

When Tom saw that Mike was angry, ...
