Correct

A: There are all torn up shirts.
B: These shirts are torn up.
C: These are picked up trash.
D: All the trash is picked up.

Are these sentences correct? And also, can we use all past participle as an adjectives as long as it makes sense?

B. Normally a shirt would be "torn" not "torn up". "These shirts are torn" is correct.

C. "trash" is uncountable, so to be grammatical it would have to be "This is picked up trash", but this is still not a good sentence.

D. I would prefer to say "All the trash has been picked up".
