I wonder who were the owners before.
1. a small business?
2. the state (nation) or the government?


As regards #2, I'd just like to comment that the common term for transferring state-owned enterprises to private and often corporate ownership is 'to privatize', 'privatization' as the noun. Going in the opposite direction
