Copy off somebody

Hello!

Can you please tell me whether I used the right tense in this sentence?

"The teacher told him that he was copying off another student and failed him".

Maybe I should I use the past simple instead?

"The teacher told him that he copied off another student and failed him".

I've got one more question. Which is better: copy off someone or copy off of someone?

Thank you
