Cop eater

The complete sentence is:
"By now there isn't a man on the force who hasn't the hits you're inside, And the way those reporters bleed you up for a rat in the cop eater, that will have its effect in certain headquarters." (from the audio of a crime movie, USA 1941)
"Inside refers here to 'inside the criminal organization'. I suppose that hasn't the hits means here 'is utter sure', but what about the expression 'cop eater'?

That's what I think he says. It sounds exactly like 'cop eater', but the movie doesn't have subtitles at all. Could 'cop eater' refer to the dining room in the police station or did I mishear the expression?

The first bit isn't clear. I'm guessing he says "By now, there isn't a man on the force who doesn't hate your insides."
It's a variation of "hate your guts."

The rest:
