Cooler and nearer

Occasionally sunny during the day, but cloud will tend to increase at times with a few showers developing by the afternoon. A cooler feeling day with northwesterly breezes and temperatures returning to nearer normal

I can identify the comparatives but always find it difficult to use it my self as the comparision is implied!
Please explain to me the use of "cooler" and "nearer" here?
