Cool a hand/wasted on

Hi

A certan man rescued one guy who was seriously ill.

The next day people in town talked about his heroics.

Cool a hand as I ever seen someone repeated over and over, referring to that guy.

A true American hero, said one lady. She added in a lower tone while talking with a girlfriend of hers, "Too bad it was wasted on Willie Coombs.

1. Does the first one mean that he had very cool/calm hands while he was helping this ill guy?

2. Does it mean something like: It's a pity he wasted his time on someone like Willie Coombs.
