Conviction

Hi,

"Removal of the reference to the university drugs conviction of a businessman who was a client of Bell Pottinger;..." [From The Independent.]

Does the noun phrase "the university drugs conviction of a businessman" refer to the criminal conviction of the buinessman for using drugs when he was a university student or does it refer to some sort of the internal university conviction which has nothing to do with the judicial system?

Thank you.
