I assume you mean convert the sentence within the quotation marks. This would not normally be expressed in the passive voice. "TV was being watched by me last night" is grammatically possible but sounds strange and is very unlikely to be actually said.

Passive "watch" is possible with human subjects (e.g. "He was being watched by the police").

"I was watching TV last night" was said by Mr. Brown.
