controverial question

Hi, what is another way of saying that "formulas were listed in a compact form"?

One person insists on writing "experimental facts allowed formulating the hypothesis", "something allowed describing something else". However, I think there should be "allowed one/us to formulate". Who is right? :-)

It sounds wrong. Using a gerund when a more usual noun is available often does, because the gerund carries a subtle sense of action which may be inappropriate.
