Controls drainage valves

Question

As for "control" drainage valves" I'm not sure if control means that the system sends orders to these valces or doing something to it? or inspecting these valves?

It sounds to me like the valves have motors on them to adjust how much liquid they allow through, and there is a central computer that turns the motors.

My background is Industrial Engineering. It depends on the application and what is being monitored, i.e. reservoir, sewage treatment plant, liquid tank etc. CMAC or systems similiar utilize different type of sensors at various locations of the pipe system to monitor the flow and level of the liquid flow. These sensors ( could be laser LED, level limit, etc) provide information to the central computer which is processed and digitized. The digitized output drive the motor control circuit which actively adjusts and control the liquid flow according to the programming by the engineer. The drainage valve, as mentioned in the question, could be a two-position control valve which either is closed or open. However, there are also other types of valves controlled by stepper motors and these valves can be throttled actively. This application can be found in large-scale HVAC and environmental control system like sky-scraper and airport temperature control system. The hot or cold air flow in the air duct is throttled ( adjusted) by dampers driven by active stepper motors. I gather from your description that this sounds like a reservoir. The drainage valve in your question is most likely a "throttling valve" which depends on the "order"/ status of the sensors, will actively reduce or increase the drainage flow.
