I tried transcribing part of last week's Nature podcast (link below) but I'm not sure I heard some of the phrases correctly. What does "at the most contrite" mean?

Cyranoski: She's been in a hospital for the last few months and she's made some statements through her lawyer, but when she went back to work last week to help with these replication efforts the media was hanging out at the research institute, waiting for her. In Japan, the social media, the blogs and even the mainstream media has really been adamant in trying to get the ... trying to see RIKEN Center for Developmental Biology and all of the coauthors at the most contrite. Everyone has been bowing, and there've been reforms promised, the institution has basically told all of its researchers to look back through all of their papers, tens of thousands of papers, to look for similar errors that came up in newspapers. It's come to the point where there was an independent committee that came out with a recommendation that the center be closed. So it's very strange I feel like it's kind of run off the rails in its outrage.
