Contrast

Shouldn't "is contrasted to" be "contrasts to"? This dictionary suggest that sense 1 is the more appropriate choice:

So, suppose there is a city and they are doing some month-to-month analysis on traffic accidents:

"This month, there were 25 accidents. This contrasts with 12 accidents last month."
"This month, there were 25 accidents. This is contrasted with 12 accidents last month."

Only the first one is grammatical English?
