0Just want to make sure my understanding of the inconsistency is the same as yours. She couldn't have left with just her bra because she still had her panties. She stripped down to her panties means she still had her panties. 0-

0If I stipped down to my panties, I would actually assume that meant I took my bra off. So either I'm a very fast changer - and ended up putting on my bra while taking off my panties before leaving, or there's just no logic to it.0-
