How would you use 'contractually speaking' in a sentence? Is that even correct?

I wouldn't. I'd use 'according to the contract'.

I think you can get away with it idiomatically ...

- Bill will do you an hour's programming on Friday, though we're not obliged, contractually speaking
[= Bill will do it, even though it's not in our contract]
