"contracted" and other possible structure issues

Hi guys! Could you take look at this sentence? Does it sound okay with you? Especially concerned about the use of "contracted" (itshould mean people who have been infected with covid before and now are fine):


By downloading and using this application, you agree to comply with the laws on the protection of personal data, use the application and process personal data only for the purpose of ensuring that individuals who have been vaccinated against Covid-19 or who have already contracted Covid-19 in the past, or whose Covid-19 tests are negative, could be exempted from epidemiological safety measures.

Then say "who have already contracted Covid-19 in the past and have recovered".

"contracted" by itself does not include recovery.

(It's "can be exempted".)
