Clive's right, "D" is the only logical choice and is, of course, a reduced adjective clause (which are being delivered). I believe that the use of the future "will contain" makes E, if not indeed ungrammatical, at least confusing. E (which wereto have been delivered) could mean either 1) they were not delivered or 2) the person speaking does not know if they were delivered o

My point is that the instructions for such tests should be worded carefully, eg choose the most likely answer or choose the grammatically correct answer, rather than simply choose the correct answer.

The choices should really not include more than one that is grammatically correct.
