Context and emotion behind this sentence

"I wanted to let you know that I wish you a Happy Father's Day!"

"See You Soon"

The Father's Day card is between two brothers. One is in prison and the other is not. The inscription he writes sounds too formal and seems like there is more behind the words. Especially using the phrase, "I wanted to let you know." Can anyone help me understand the way it was written?
