Coud you say this tex in a different way especially this in red. I don't understand the end of this text.

That is a rather odd construction. I presume it means that members of these fraternal organizations utilized public (and maybe private) transport, so I would say:

In the past, the Director (and I don't think I'd capitalize director) explained patiently, Gammas, Deltas, and even Epislons were conditioned to go out into the country so that they utilized public (and maybe private?) transpo

It's a quote from Aldous Huxley's "Brave New World." The lower social classes were conditioned to enjoy the countryside so they would use more transportation services.
