'Consult' only means 'seek advice' it cannot mean 'to give advice'?

It's intransitive. He consulted with me. I consulted with him. We consulted together.
I don't think it really specifies who is the consultee and who is the consultor. I believe we rely on context for that.

But I'm not really sure that there's no transitive meaning.
We do say, "I consulted him." "He consulted me."
