construction / the construction

I'd appreciate it if someone would answer my question about the following sentences. Thanks in advance.

A: Construction of a skyscraper is difficult.

B: The construction of a skyscraper is difficult.

Can I say A means that generally constructing a skyscraper is difficult.

Can I say B also means that constructing a skyscraper is difficult, but the emphasis is laid on what is constructed?
