1. The airport being contructed at cost of $ 250 USD.

2. The airport being contruct at cost of $ 250 USD.

What will be the difference in meaning in above sentences.

1) the airport (that/which is) being constructed at a cost of USD 250m
2) The airport is being constructed at a cost of USD 250m.

(Obviously $250 will not build an airport, so I made up another number.)

(1) is a noun phrase. It is not a sentence.

(2) is a sentence.
