Hi

Some guy went to the motel.

Crackers and a soda constituted room service that he grabbed out of the vending machine outside the tiny office.

There's something strange to me in this sentence.

He says that crackers and a soda "constituted room service" and then says that he grabbed them out of the vending machine outside the office.

I'm not sure I get it?

By the way: Does "outside the tiny office" mean that it was outside, that is not in the motel, but for example, somewhere next to the entrance to the motel?
