I don't agree with your suggestion that "consistently + adj" always equals "always." It means regularly and repeated often enough that it's what you expect. It doesn't mean that there might not be 1 time out of 20 (for example) that something doesn't happen that way.

I would infer that if you were playing White, you would expect him to make use of a piece that is not a ****. He consistently uses pieces other than pawns. He does it regularly. It's his style of play. It's what you should expect if you were playing him or watching him play.

I try to not use the words "always" and "never." Someone can usually find an exception.
