What does it mean that
'White is consistently bringing out his army'?(from Play Winning Chess, p.152)

Does 'consistently' mean 'according to the schedule'? Who sets the schedule?
Doees it leave a space for going out of the schedule?

To be consistent in chess, I would say, is to have a plan and carry it out. It is the opposite of making random moves in the hope that they will bring some benefit
