consistent predictor?

I don't understand this phrase' consistent predictor'. Consistent, as far as I know, is' behave or happen in the same way', but it doesn't seem to match here.' Two of these ( potential predictors of disability): hypertension and arthritis, are consistent predictors, whereas the other diseases are sometimes considered significant predictors.Please explain to me. Thanks in advance.
