Consistency

Grade 12 students may take college courses. A student is not allowed to work while studying college courses.

Is it correct to use "students" (plural) in the first sentence and use "A student" in the following sentence. They both refer to all students. Do we need to use "students" in the 2nd and in the following sentences for consistency?
