Considered to be/as

I found this: (https://goo.gl/CBMnZo)
--------
Adam is considered to be a good teacher. — Adam is thought to be a good teacher.

Adam is considered as a good teacher. — We have treated Adam as if he is a good teacher.
-------

After I read it, I still cannot understand what’s the difference between the two sentences.

Would you be so kind as to tell me in a clearer or easier way?
Thanks!

PS I also posted the same question on https://www.usingenglish.com/forum/threads/252711-considered-to-be-as?p=1338507#post1338507, but all of your answers are unique to me. Hope we can discuss with each other. Thank you.

Adam is considered as a good teacher. Not commonly said. I'd have to think a moment about the meaning, if someone said this to me.
