This is my entire line:
Only 9-10% of the contacts I have been collected can be considered to be specific/s
I am trying to say that they are correct.
But still, should the adjective followed by the verb 'to be' be plural as the noun it refers to?

Gotha... should the adjective ... be plural ...?English does not pluralize adjectives! They are all singular.
As for "specific", it doesn't mean "correct". You need a different word.
