Which one of the following is correct?

1. only four contacts can be considered as specific

This is my entire line:

Only 9-10% of the contacts I have been collected can be considered to be specific/s

I am trying to say that they are correct.
But still, should the adjective followed by the verb 'to be' be plural as the noun it refers to?

English does not pluralize adjectives! They are all singular.

As for "specific", it doesn't mean "correct". You need a different word.
