considered to always have been existed?

I'm writing a paper, and I'm kinda stuck on this sentence:

As peremptory norms are mostly ‘created’ – ‘revealed’ is a better term, as they are considered to always have been existed - by international law courts ...

I know it's not correct, but I just can't get it right. Any help?

If it's a better term, then why not simply use it?

Definitely get rid of "been." Even then, it's awkward -- try this:

"revealed" is a better term, indicating/suggesting that they have always existed

here's how I would rearrange the structure if I wanted to use it:
They are considered to always have been existed ---> They are considered to have always existed...

But I have no idea what exactly you want to say, and that's probably not the best way to say it anyway.
