consider to do or consider doing?

I ran across a grammar question, and it kind of bugs me...
Here is the question-
Many people consider dogs ___"men's best friends"
A. to being
B. being
C. be
D. X
From the first sight, i would think the answer must be B being.
But i looked it up, the dict says that consider doing sth means to think about doing it. Whereas only consider N to be N does mean to have an opinion about that thing or person. And besides all that, consider N as N also can correctly be fit in this sentence. So now none of those options is right??? What do you usually use "consider" on daily bases?

What you say is correct. "consider doing something" means to think about doing it, while "consider X to be Y" is for when you have an opinion/belief about that thing. The correct sentence using the verb "be" would therefore be:

Many people consider dogs to be "men's best friends".

(However, the usual expression for this is "man's best friend".)

As far as I know 'consider' needs to be followed by the gerund in virtually all cases.
Also, wouldn't it be 'Man's best friend'??

Someone has already corrected that for me, thanks anyway
As for the whole consider should be followed by gerund thing, obviously I didn't say so myself.
Like I said,those usages are from dictionary.
