Consider something something

Hello again!

Which option is correct?

"I do not consider appearance the most important thing."
"I do not consider appearance to be the most important thing."

I was taught that we say ''to consider sth sth" and that other options are incorrect, but I've lately seen ''to consider'' followed by a verb and I'm confused when it comes to the usage of it.

And what if someone wants to start with "I consider appearance...?" Should it be followed by "not to be the most important thing?"
