(A) is not natural English to me.

(B) is mispunctuated at best. "What do you think? How will you buy a used car?" is possible, but what sort of answer are you expecting to "How?". Are you are questioning whether someone can afford it?

Thanks for your reply GPY.
"How do you consider doing it at the budget"(I found this in a website)
What may be the most obvious meaning of this sentence?
And by "How do you consider buying a used car?" I simply mean to say something like "How do you plan on buying a used car?" or what will be the first step of your plan to buy a used car?

I have just found this question on a website.
"How do you consider yourself to be more than just a student?"
Could you tell me what this sentence is asking about?

This is not a grammatical or natural sentence. You can post a link to the Web site. Perhaps you copied it incorrectly?

What part of yourself or your life make you "more" than a student? What else do you do, think, say, that makes you a student and something else?

A: How is life as a student?
B: I'm

That person's English is not great. I suspect a non-native speaker.

Do not try to use this phrase.
