I presume that this is a student counsellor -- an employee of a school who advises students academically and on more personal matters. I may be wrong however, since I cannot even spell hors d'oerves .

Yes, that's the problem.I'm unable to find a direct equivalent for it... but I'm sure there is one. How can there be conseillers pedagogiques only in France....
